common sense would say yeah! but yes, i would towel dry it and maybe blow dry it a bit to get some of the MOISTure out of it..and then put the gel in and dry it the rest of the way

don't put it on directly when u get out of the shower cuz it just won't hold as good, wait like a half hour and them put it in, unless ur a towel dry and put it in right away

It means after you wash it, towel dry it so it is damp aka moist.
