U cannot make it stop b/c the gel or hair spray that u r using might be a super hold gel or spray they cause flakes, when dry so try using JAM gel its a conditioning gel that does not get hard or flaky.

First of all make sure your hair is clean before applying gel of hair spray. When you already have gel or hairspray in your hair and you put more it's just building up, and this could be causing your problem. Another thing is don't go for the cheap stuff. It really works out in your favor to use the more "expensive" brands of gel and hair spray. And another idea (when using hairspray) hold it at a pretty far distance when you spray.
